Inspection

INSPECTION CATEGORISATION PLAN:

During project various equipment and material are procurred.
Depending upon their criticality, shall be categorized into three different categories namely A, B and C as explained below, for carrying out inspection and testing at vendor works. The Inspection Categorization Plan shall be submitted by Contractor for approval to Owner /PMC.

CATEGORY A:
All the stages of inspection and final inspection including review of Quality control records of the vendor shall be carried out by Third Party Inspection Agency (TPIA). CATEGORY B:
The final inspection including review of Quality control records shall be carried out by Third Party Inspection Agency (TPIA). CATEGORY C :
Only the Quality control records shall be reviewed by Third Party Inspection Agency (TPIA).

INSPECTION TEST PLAN:

The vendor shall generate Inspection Test Plans (ITPs) for the ordered items. The ITPs are to be approved by TPIA based on the approved Inspection Categorisation Plan and submitted to OWNER for record.
Inspection & Test Plans shall identify and include the following as minimum:
• Sequence of all inspection and test activities related to the item manufactured including material identification, qualification of welding & NDT procedures & personnel, post weld heat treatment procedures, etc
• Incoming, in-process and final inspection requirements.
• Calibration of measuring and test instruments and maintenance of calibration records.
• Identification of product from applicable drawings, specifications or other documents during all stages of production and to ensure that each product which is going in the process of fabrication and manufacture has proper identification throughout the process including final output.
• Inspection and test records to be maintain for each stage of manufacturing of the equipment.
• All inspection stages such as Hold (H), Witness (W) and Review (R) to be followed and attended by Vendor & TPIA according to approved Inspection Categorisation Plan of item shall be clearly identified.

GENERAL:

a) All equipments and materials shall be procured from OWNER/PMC approved vendors as mentioned in the bid-package and / or as approved by Owner /PMC in due course of project.
b) contractor shall engage and appoint at their cost Third Party Inspection Agencies for carrying out inspection of equipments and materials at vendor’s works.
c) Any deviation or non-conformity with respect to the approved specifications during manufacturing of items shall be raised by vendor thru contractor and submitted in the Concession/deviation/Waiver Permit format to PMC for resolution.
d) Owner may also appoint an agency to carryout inspection of critical items and Contractor/vendor to provide assistance for undertaking the work.

INSPECTION CLEARANCE :

a) Manufacturing and Inspection shall proceed with approved code-2 documents ensuring that comments have been incorporated by the manufacturer.
b) Vendor shall submit duly signed and stamped all quality records including stage and final inspection reports as per the approved Inspection & Test Plan to TPIA. TPIA shall check/review/verify and duly endorse the same.
c) TPIA on final acceptance of the item shall issue the Inspection Release Note/ Inspection Certificate containing the following as a minimum:

- Purchase Order and Purchase Requisition details
- References of approved ITP, approved drawings/data sheets and specifications
- Details of tests witnessed at vendor works
- Quality records/documents reviewed and accepted
- Serial Nos/Tag Nos/description/ quantity released
- Inspection Engineer’s seal & signature

Note: Owner/PMC to decide the items to fall under various categories
